All,
On the authorization and direction given me from HDC below, I negotiated a
schedule with Mr. Albright yesterday. In conjunction with this schedule, I
also negotiated his price down from his initial offer of $21,650 to $16,002 and
still got the essence of what Rod wants. I have determined this price to
be fair and reasonable.
Time Schedule
2 DEC 05 delivery of
final version of software to HDC
5-9 DEC 05 five work days to test the new
program version with GMT
11 DEC 05 travel day
12 DEC 05 trip here for security
update (why was the security authorization pulled from an active vendor under
contract?)

trip to McNary and set up. Possibility of some testing depending on how
late the arrival.
13-15 DEC 05 Demonstration and Testing at McNary on Unit #9.
16 DEC 05 Pack up and trip home.
09 JAN 05 Finished Report and
Manual delivery.
If the trip to McNary does not take place on Dec 12, it will have to be pushed
into the third week of January because of Mr. Albright’s schedule and the
holidays.
Also, sometime around the first of Jan. George Williams from CT is planning on
redeploying for Katrina, which will potentially severely affect my
workload. I would much prefer to have the field trip take place the week
of the 12th of Dec.
Rod wanted Ed to go out to McNary early to set up the unit because Ed knows
GDACS and can potentially resolve any communication problems prior to the field
test date. Also, the perturbation software is to be set up on Unit #9
anytime before the field trip.

staff met and will support what ever you negotiate with ATEC----only
stipulation is that the GMT have a minimum of 5 work days to test the new
program version. That means that DEC 5 is a very shaky date given what
Doug wrote. I will be gone the remainder of the week.
